How to Bid for a Government Contract
In a world of wars, major highway construction, new energy technologies, and an increase in government spending, government contracts are soaring to a level never seen before. As a highly regulated process, it is important to understand all the steps and legal issues involved in bidding for contracts for the government.
There are three major government acts that must be considered when planning to bid for a government contract:
- The Federal Property and Administrative Services of Act of 1949 (FPASA)
- The Armed Services Procurement Act of 1947 (ASPA)
- Competition in Contracting Act (CICA)
The Federal Property and Administrative Services Act of 1949 and the Armed Services Procurement Act 1947 govern both civilian and defense acquisition of construction, property, and services rendered for defense agencies. The Competition in Contracting Act (CICA) states that there must be an open and fair bidding process for all to have an opportunity to be awarded a government contract.
The other important part of the government contract bidding rules is the Federal Acquisition Regulation (FAR) agency. FAR is in charge of regulating the entire acquisitions process for contract bidding. It also unifies both civilian and defense contracts so that they can be better regulated by the government.
